Varuṇa

In the Ṛgvedic layer, Varuṇa is the sovereign moral overseer — the deva who witnesses every human deed, binds untruth with his noose (pāśa), and upholds Ṛta, the cosmic order that keeps sun, moon, seasons and human conduct in alignment. In the Purāṇic era his portfolio is refocused as lord of the oceans and the western direction, one of the eight Lokapālas. When Balarāma departs the earth, it is Varuṇa and the personified sacred rivers who receive Ananta Śeṣa back into the cosmic depths.
